Christopher Austin, 22, was found guilty of raping a child in 2013. He escaped from a Fairfield residential treatment facility on Tuesday evening.
Minister for Housing, Disability and Ageing, Martin Foley told The Age, Mr Austin had climbed a large fence to escape the fascility.
"Apparently he managed to get over a five-metre fence and did so by leaping over four metres from the roof of nearby facility onto that fence," Mr Foley said.
"So he is a remarkably agile young man as well apparently. But he's not well and he should return as soon as he possibly can.
"He is not a corrections prisoner, he is a disability client and we need to get him back not just for his safety but the wider Victorian community's safety."
Austin has an intellectual disability and a long history of heavy drug abuse and criminal offending, he said.
Investigators say a man fitting Austin's description was spotted at 6am on Wednesday morning in Kew East.
